AASHTO R 65:14(2018) Standard Practice for Evaluating the Engineering and Environmental Suitability of Recycled Materials.
5.4. Step 4—Stage 2 Laboratoiy Evaluation:
5.4.1. A Stage 2 laboratory evaluation is recommended if a Stage I review determines that existing information is insufficient to either accept or reject the application.
5.4.2. The Stage 2 evaluation screen is intended to characterize (I) the engineering and materials properties and (2) the environmental, health, and safety properties of the proposed recycled material and its application product. These data can then be compared with established criteria or with the performance of the reference materials using available laboratory and analytical engineering and environmental protocols.
5.4.2.1. In a Stage 2 engineering and materials properties evaluation, a laboratory testing program must be developed that will provide sufficient data to demonstrate that the proposed material is suitable for use in the proposed application. Inherent in the evaluation is that laboratory testing requires assessment of the engineering and materials performance of the proposed material as well as the engineering and materials performance of the product or the application it will be used in.
5.4.2.2. In a Stage 2 environmental, health, and safety laboratory evaluation, a laboratory testing program must be developed that will provide sufficient data to demonstrate that the proposed material is suitable for use in its intended application. Inherent in the evaluation is that laboratory testing requires assessment of the environmental performance of the proposed material as well as the environmental performance of the product.
5.4.2.3. It is important to consider engineering and materials performance and environmental performance in potential post-service life utilization scenarios. While these reuse scenarios cannot be precisely described. it is important to identify, to the extent possible, future engineering and environmental issues that may arise if the recycled material is reused.
5.4.3. To undertake a Stage 2 laboratory evaluation, it is recommended that (1) a test plan be prepared that delineates the samples to be tested and the tests to which the sample will be subjected.AASHTO R 65 pdf download.
